WhatsApp API Pricing in India: Bot Replies Now Cost Money

WhatsApp chatbot replies are no longer free. Since 1 October 2026, Meta charges for replies sent inside WhatsApp's 24-hour customer service window once a business number passes 1,000 service messages in a month. Utility messages sent while a chat is open, such as order updates, are now billed too. For most small businesses the bill is a few hundred rupees a month. A badly designed bot can make it several times that.

What exactly changed on 1 October?

Until September, a customer messaging you opened a 24-hour window in which your replies were free. Meta's WhatsApp pricing documentation now says it has "resumed charging, on a per-message basis, for messages that were previously free". In practice:

  • Service messages (your replies to a customer) are free for the first 1,000 per business phone number each month, then charged per message. Unused free messages don't roll over.
  • Utility messages sent in an open chat (receipts, delivery updates, reminders) used to be free and are now charged at the normal rate.
  • Messages customers send you are still free.
  • Chats that start from a Click-to-WhatsApp ad on the mobile app still open a free window of up to 7 days, as long as you reply within 24 hours.
  • No payment method on file? Messages inside the free 1,000 still go out. Anything beyond that doesn't.

How much does a WhatsApp chatbot cost per month now?

Meta's INR list rate is ₹0.115 per service, utility or authentication message and ₹0.8631 per marketing message, according to the rate card figures in this 19 October breakdown of Indian WhatsApp pricing. Here is what that means for a few typical businesses, counting only Meta's fee:

BusinessChats a monthBot messages per chatBillable after free 1,000Meta fee
Small clinic30030₹0
Coaching centre1,00043,000₹345
Busy online store3,000411,000₹1,265
Same store, plus 1,500 order updates sent during open chats+1,500+₹172.50
One offer sent to 5,000 opted-in customers5,000 marketing₹4,315.50

Three costs sit on top of this. Your WhatsApp provider (the BSP) may add a markup, and the same breakdown found one provider listing ₹0.145 per service message instead of ₹0.115. Most providers also charge a monthly platform fee. And if your bot uses an AI model to write its answers, that model has its own usage cost.

The honest takeaway: Meta's fee alone won't sink a small business. What hurts is a bot that sends more messages than it needs to.

Where does the money quietly leak?

Every message bubble is a separate bill. Check for these first:

  • One answer split into several bubbles. "Thanks for asking!", then the answer, then "Anything else?" is three charged messages. One clear message does the same job.
  • Menu loops. Bots that resend the full menu after every reply double the count for no gain.
  • Automatic "Did that help?" follow-ups. Each one is billed. Ask once, at the end.
  • Order updates timed to land in an open chat. These were free until September. They now cost the same as any utility message.
  • Transactional messages approved as marketing templates. Marketing costs about seven and a half times the utility rate. Receipts and reminders should go through as utility templates.

What should you check this week?

  1. Payment method. Confirm a payment method is on file for your WhatsApp Business account, in Meta Business Manager or with your provider. Without one, replies stop after the free 1,000.
  2. INR billing. Meta says eligible Indian businesses must move their messaging accounts to rupee billing by 31 December 2026, or messages from non-INR accounts stop on 1 January 2027.
  3. Last month's message count. Your provider's dashboard shows messages sent per number. If you're well under 1,000 service messages, you can relax.
  4. Bubbles per reply. Chat with your own bot and count how many messages each answer takes.
  5. Your provider's rate. Ask your BSP what they charge per service and utility message on top of Meta's price.

Should you move your chatbot off WhatsApp?

For most Indian businesses, no. Your customers already live on WhatsApp, and ₹0.115 a reply is still cheap next to a missed enquiry.

What makes sense is putting each question in the right place. Pre-sales questions like "What are your timings?" or "Do you deliver to Noida?" can be answered by an AI assistant on your website, which carries no Meta fee per message. WhatsApp is then kept for the conversations that matter: bookings, order updates and the customer who is ready to pay. If you need one bot that does both, connected to your CRM or order system, that's a custom chatbot build.
